On 10 July, the head of the region Sergey Morozov signed an investment agreement with NTM Group on implementation of the project in the territory of the special economic zone in the Ulyanovsk region.
AO "NTM Group" will deal directly with implementation of the project on establishment of a joint Russian-Chinese cluster in the region.
"High-tech medical equipment production is extremely important not only for the Ulyanovsk region, but also for the whole country. Until now we were forced to fully rely on import in this matter. Today the task of preserving the health of our citizens is not just important – it is vital. The result of medical treatment depends, in many respects, on the level of technological development. Implementation of the medical cluster project will solve this problem. In addition, it will provide the region with approximately four thousand new jobs," - said the head of the region Sergey Morozov.
"We examined fifteen regions in Russia and we believe that the Ulyanovsk region is the most suitable one. First, there is convenient logistics, and secondly, a good investment climate and favorable conditions for investors, including the ones who place their production in the special economic zone. And, of course, the Governor's support and his participation gives us confidence that we will be able to implement the project within the established deadlines. We believe that this project will perfectly fit in the "Belt and Road" initiative", – said Yu Jihai, the Chairman of the Board of AO "NTM Group".
In the first phase until 2020, the total investment will amount to $ 100 million and $ 1.5 billion for subsequent phases (until 2026). In the course of the project 3 800 jobs will be created.
At this stage, an alliance has been created with Chinese partners, which included 17 medical equipment manufacturers. Three of them will join the project in the first phase. On July 3, memorandums of cooperation were signed with leading medical equipment manufacturers in China – China Resources Wandong Medical Equipment Co. Ltd., Shenzhen Creative Industry Co. Ltd., Shanghai Iray Electronics Technology Co. Ltd. In addition, at the meeting, which took place in Ulyanovsk, an investment agreement was signed with Baoji. This company is the investor of the medical cluster project.
“The first round of works will start this autumn. in the building of the industrial Park, We will start manufacturing digital detectors for X-ray devices that will allow to convert data from analog into digital format. We will also launch production of high-tech devices for telehealth. We have presented one of them today at the Innoprom exhibition: a portable diagnostic system that helps to diagnose such parameters of the human body as values of blood, sugar, oxygen, pressure and others. We are planning to produce its first samples under Russian brand in September. During the next phase will release MRT, CT, ultrasound 3D and 4D devices, which are not produced in Russia today. It is also planned to build a logistics center and a Development Institute where scientists from Russia, China, India and Switzerland will work”, – said Vadim Staritsyn, the Director-General of NTM Groups Vadim Staritsyn.
