New special economic zone of industrial type to be built in the Ulyanovsk region
The Prime Minister of the Russian Federation Dmitry Medvedev supported the initiative of the head of the region Sergey Morozov during the working visit to the Ulyanovsk region.
The Governor told the Prime Minister of the Russian Federation that the Ulyanovsk region has chosen to develop human resources and investment infrastructure. “During our active work on attraction of investors the gross regional product has grown threefold, the volume of investment into fixed capital has increased almost fivefold. A new large-scale project on creation of a special zone of industrial type is based on succsessul examples of platforms and infrastructures created in the region. First of all, this is the industrial park "Zavolzhye", where 22 residents are working today. They include companies from Japan, Germany, Turkey, Mexico and many other advanced countries. Our industrial park is among the five largest parks in Russia on amount of private investments, including all SEZ. Having invested 1 ruble of budgetary funds in infrastructure, we received more than 30 rubles of private investments and more than 9 rubles of tax payments into the regional budget. Creation of a new platform will allow to increase region competitiveness by increasing the share of innovations in GRP to 20% by 2030, will create a favorable environment for technological entrepreneurship, as well as for development and growth of innovative companies. In the project we will use technological experience that was acquired in the region over years, in particular, in aircraft industry and creation of materials with new properties”, - the head of the region said.
According to the federal experts, creation of the special economic platform of new type in the region is a reasonable decision because of the unique location that provides maximum integration of all components. These include a large industrial territory created in the late USSR, a successful industrial park, a logistics SEZ, a center of a transfer of technologies and a free area for housing and industrial development.
“I started working with the Ulyanovsk region about two years ago, and your economic zone was one of the most promising. Today the region has lived up to all the expectations. The Ulyanovsk zone can be considered as a successful project. Around the world and in our country especially, the main criterion of success is people. There are usually much more obstacles than it is possible to overcome in the normal mode. Only energy and will are able to overcome every problem that arise during the project implementation stage”, - commented Eugeny Elin, the Deputy Minister of Economic Development of the Russian Federation.
It is planned that the new SEZ will include a part of the platform of the industrial park "Zavolzhye" and a technocampus. Technocampus will become the core part pf the project. Its first stage has already been implemented - it is a nanotechnology center that was opened in 2014, and by today its team has launched more than 100 projects. Three buildings of the nanocenter are filled with startups. Currently the Ulyanovsk Region Development Corporation has begun designing a new complex with a total area of 22 thousand square meters.
“Before the government makes the decision, we can not specify deadlines and ways to send an application to the Ministry of Economic Development of the Russian Federation for creation of a SEZ of industrial type. However, we have analysed the new resolution No. 552 of the Federal Government regarding the criteria for selecting special economic zones, and we correspond to all of them. Manufacturing companies and enterprises that develop new products can be interested in such a platform because the special economic zone of port type, which already exists in the region, is mainly intended for logistics companies. It is impossible to carry out technology innovative business activities here and customs clearance procedures are quite difficult for manufacturing enterprises”, - noted Sergey Vasin, the CEO of the Ulyanovsk Region Development Corporation.
