First agreements were signed with members of the medical cluster
During the meeting with the Chinese business delegation, which took place on July 3, the head of the region Sergey Morozov signed agreements with manufacturers of medical equipment, who will be the first to place productions in the territory of the Ulyanovsk region, as well as with the company that acts as the investor of the project.
“The project is essential for the region and is our priority. First, it will bring great investment flows into economy of the Ulyanovsk region; secondly, highly paid jobs will be created. I sincerely hope that we will manage not only to construct modern productions but also to create a research center for development of innovative products. We will promote project implementation, which I have already presented at the meeting in the Volga-Yangtze format. The Presidential Plenipotentiary Envoy to the Volga Federal District Mikhail Babich and the member of the State Council of the People's Republic of China Mr.Yang Jiechi decided to monitor it personally”, – Sergey Morozov said.
During the meting an investment agreement was signed with Baoji, which acts as the investor of the medical cluster project. Other documents included memorandums on cooperation in implementation of production projects in PSEZ. They were signed with three leading manufactures of medical equipment in the People's Republic of China - China Resources Wandong Medical Equipment Co. Ltd., Shenzhen Creative Industry Co. Ltd., Shanghai Iray Electronics Technology Co. Ltd.
“Relations between our countries have been enhanced significantly. We have also studied the infrastructure, which included special economic zones in Russia. Having carried out a series of researches, we chose the Ulyanovsk region because its platform was the most promising one”, – emphasized Shang Shiwei, the head of the Chinese delegation, the Vice-Chairman of the China Association of Association of Small and Medium Enterprises (CASME).
The total investment might amount to US$ 1.5 billion; the number of new jobs will reach about 3.800. The investor has received permission of the government of the People's Republic of China to invest 100 million dollars into the project - The first stage of the project will last for 2 years, and the whole implementation will take 7-8 years.
Medical equipment of all types and groups will be manufactured in the territory of the Russian-Chinese medical cluster. These include modern X-ray equipment that will allow to modify the devices used in Russia today into digital ones, 3D ultrasound equipment, tomographic scanners. “The companies, which we signed the agreements with, are the leading manufacturers of modern medical equipment in the People's Republic of China. They deliver their goods to Europe and to America, works in cooperation with world leaders in the field of medical production. One of them makes systems that can be used not only in a hospital but also at home or in "field conditions" for complex assessment of physical condition. Another company manufactures components for digital X-ray devices, the third one produces equipment for MRT and CT scanning”, – reported Sergey Vasin, the CEO of the Ulyanovsk Region Development Corporation.
As the head of LLC "Baoji Holding Company" Zhang Tzinfu noted, the working group, which will include medical experts from Russia and China, will be created in the nearest future. The group will monitore the Russian market and study the need for different types of production. A production model will be created by results of the researches.
