Ulyanovsk region was included in the top ten regions of Russia in terms of public-private partnership development
According to the rating published by the Public-Private Partnership Development Center, the region took the 10th place.
“Last year we worked to bring the regulatory framework in compliance with the federal law. The main objective was to draft not just a law but a tool, which could be useful for investors coming to us. We try to create projects so that they would be interesting for partners. We are ready to provide support in the form of interest payment and tax benefits”, - the Governor Sergey Morozov commented.
The regions were estimated by several criteria among which were institutional framework, a clear regulatory framework, experience in implementation of projects.
“Ten years ago we noticed a possibility to use instrument for enhancing the partnership when we signed our first agreement with a well-known German company on construction of a dialysis center in the region. Today we have such projects in different industries such as medicine, sport and education. For us it is an opportunity to implement major infrastructure projects, first of all, in the social sphere and in the field of housing and community services”, - explained Alexander Smekalin, the Prime Minister of the region.
Mechanisms of public-private partnership have been used in the Ulyanovsk region since 2006. The social sphere continues to be a priority, which includes healthcare, education, social services, culture, sport, as well as construction of roads and housing and utilities facilities, especially within a limited budget.
Four healthcare centers work contribute to the development of PPP in the region. They provide services to patient with chronic renal insufficiency. Two are located in Ulyanovsk, one - in Novospassky district, and the last one - in Dimitrovgrad. In 2012, a clinic "Alliance Clinic" was opened at the premises of the Ulyanovsk City Hospital No. 1 (the Perinatal Center) in collaboration with the UniversalStroy Company. It helps patients who need IVF treatment. In 2014, four mini-clinics started their work in Ulyanovsk in the framework of the project "Doctor Nearby". Three of them are located in rural areas of the region: Old Mainsky, Terengulsky and Mainsky districts. At the same period, a sports complex with artificial ice "Volga - Sport - Arena" was opened. It can accomodate 5000 people. The project investment made 1.9 billion rubles. By 2019, in the framework of the project "Emergency Department", it is planned to build a new emergency department, which will conform to the highest international standards.
According to the experts of the Ministry of Education and Science of the Ulyanovsk region, a project on upgrading of the technology room was implemented at the premises of the Gymnasium No. 34 with assistance of Robert Bosch GmbH. It will be continued in other schools of the region. It is also planned to carry out renovation of the school No.43 located on Sevastopolskaya Street in Zasviyazhsky district.

The Government of the Russian Federation uses its results to evaluate performance efficiency of the governors.
